It has been suggested, subject to the sanction of the Crown Agents, to try and carry on the tunnel works through the agency of a large contractor, who will be able to supply the necessary staff for the proper supervision of the native labour employed.
7.
I am therefore preparing plans &c. for this purpose and have wired to you for specimen Specification forms to enable me to let a contract for the whole Tunnel complete.
8. The contract will be on schedule of rates, allowance to be made for the plant already on the ground or on order. The miners would be handed over to the contractor or given notice and sent home as occasion required, as the 8 hour agreement on which they are working now is unsatisfactory and extravagant.
9. I will be sending a wire in a day or two for some plant for shaft sinking. I am sure it will pay to sink a shaft higher up the hill on the North Side. It will be 270 feet deep and about 1200 feet in from the face; the programme worked out proves that it will pay to do so.

The shaft for which this plant is required has just been commenced, and I am using pumps and a winch at present which I bought in the Colony.
15. The Heading on the South Side is progressing at the rate of
